This article is organized to provide you with guidance to walk through the steps of the barrier removal process: Asking coaching questions, Taking steps to advocate for yourself or someone else, and Connecting with community resources.

Ask Coaching Questions

Seek clarity about problem:

1. Have you received a notice in the mail? From whom?

3. What has been stated as a consequence of not paying?

4. What deadline has been given? By whom? 

5. What’s the minimum you can pay by your deadline to avoid the consequence?

6. Have you talked to the company about your situation?

7. Have you tried to find any organizations that could help?

Get to the root:

1. What got you behind in payments? 

2. Has there been a change in your income or expenses?

3. Are you likely to be in the same position or a different position next month? 

Ask about options:

1. Who have you asked for help? 

2. What have you tried so far?

3. Have you experienced this before? If so, how did you handle it?

4. Do you know anyone who has experienced this before? If so, how did you handle it?

5. Do you have any friends or family who could lend you money?

6. How much could you spend on utilities this month?

Take Steps to Advocate

  1. Call the company to get on a payment plan OR go online to the BGE online account to request an extension on paying the bill

Maryland Office of Home Energy Programs

Address the Immediate Need

  1. Call your Local Home Energy Office and ask about the relevant program below (more info on programs in English here and Spanish here)
  1. If you have already submitted an application with the OHEP for one of the above programs then you can apply for the Maryland Fuel Fund using their online portal.
  1. Each local Department of Social Services may have additional emergency assistance programs for utility support for families with children under 21 IF the family is facing a utility shutoff as a result of an emergency that can be documented.

Attempt to Prevent Future Crises

2. Get screened for public benefits at CASH Campaign MD to see if you can increase your income or get other expenses covered by completing this intake form

If you've gone through all of the above steps in your relationship, you can apply to see if you qualify for additional financial assistance.
