Energy assistance programs can provide critical support to help keep their homes safe and comfortable. This page will take you through those basic eligibility steps so you can be prepared for going into an application. It is important to know the eligibility requirements as well as gather key documents like a photo ID, proof of income, and recent utility bills. Your support can make a big difference in having a successful application.

Overview |
Energy Assistance includes discounts on heating and electric bills and assists with payment of past-due bills. It pays your heating and/or electric supplier for a portion of your bill, lowering the amount you have to pay each month.
Maryland Energy Assistance Program (MEAP): Provides financial assistance with home heating bills. Payments are made directly to the fuel supplier/utility company. Electric Universal Service Program (EUSP): Provides financial assistance with electric bills. Eligible customers receive help that pays a portion of their current electric bills.
Electric Arrearage Retirement Assistance (EARA) & Gas Arrearage Retirement Assistance (GARA): Both of these grants helps customers with large, past-due electric and gas bills. If eligible, customers may receive a grant for up to $2,000 towards their past due bill. Customers must have a past-due bill of $300 or greater to be considered eligible. Customers may only receive an arrearage grant once every five years, with certain exceptions.

To apply, you must be a Maryland Resident AND considered low-income by Federal Poverty Level (FPL) income requirements.

| Additional Important Information |
The account does NOT have to be in the applicant's name. You do not have to have a past due bill, even if you have a $0 balance you can still apply. Applications can be processed if there is at least one eligible household member. Household Income (last 30 days) for all household members. It take between 0-45 days (1-2 billing cycles) before funds are reflected on utility bill. Receiving Energy Assistance is NOT a part of the public charge test and will not affect adjustment of immigration status.

What documents do I need? |
You will need one of each of the following documents:
- Proof of Identity: Driver’s License, Birth Certificate, Passport, Photo ID, Social Security Card, Medical Assistance Card, Work ID.
- Proof of Residency: Photo ID with address, Utility Bill, Government Mail (DSS, DHS, SSA. etc.), Lease, Medical Assistance Card
- Proof of Income: Paystubs (last 30 days), Medical Assistance Card, SNAP/EBT Card with receipt, Letter from Employer, Social Service Budget Letter, Tax return.
- Utility Bill: Recent BGE/utility bill that you would like assistance with.
Important Reminders |
- Check your mail/email regularly for communication - You may be requested to provide additional information. Regularly check your SPAM folders to ensure that communication was not sent there by mistake. Failure to respond in a timely manner will result in your application being denied.
- Pay attention to approval dates and re-applications
- Keep your mail in a safe place because it contains important information about your benefits.
- Re-applications - Energy Assistance Programs take place on a State Fiscal Year (July 1-June 30). This means if you apply for energy assistance in August, you will not be eligible again to receive assistance until July 1 of the next year.
